Bishop Donald Oliver — known warmly to the congregation as Brother Oliver — is a baptized, Spirit-filled servant of the Lord Jesus Christ who has walked faithfully in ministry since his youth. A worshipper at heart, he is known as a serving servant-leader whose life reflects deep commitment to Godly leadership, sacrificial service, and covenant relationship.

Married since 1987 to his life partner and co-shepherd, Elect Lady Lisa Oliver, Bishop Oliver was consecrated to the Episcopacy in July 2010 by his father in the faith, the late Archbishop Roy E. Brown, within Pilgrim Assemblies International — where he also served as General Secretary for six years. In April 2016, he was affirmed as Apostle of the Church of God Which He Hath Purchased With His Own Blood, Inc. and installed as Senior Pastor and Founder of Edisto Drive Church of God in Orangeburg, SC.

In August 2022, the officers of Pentecostal Evangelistic Outreach Church reached out to Bishop Oliver, honoring the final wishes of the late Elder Derek P. McDowell — who had specifically asked that upon his passing, the ministry be entrusted to Bishop Oliver's care. He accepted that sacred charge in September 2022, and in April 2023 was officially installed as Pastor and Ministry Leader alongside Elect Lady Lisa Oliver by Archbishop Robert J. Rochford, Sr. of New Life Cathedral | Dunamis Covenant Connection. Together they shepherd PEO Church NYC with vision, love, and an uncompromising commitment to the Word of God.

His voice extends beyond the walls of the church through the evangelistic ministry of Reach One More Soul — heard weekly on South Carolina radio stations WSSB 90.3 FM, WSPX 94.5 FM, and WJBS 1440 AM — and through an expanding digital ministry presence. His singular passion remains unchanged: to see people encounter the living God, walk in their God-given purpose, and know Jesus Christ as Savior and Lord.

Elect Lady Lisa Oliver

Elect Lady Lisa Oliver is a Brooklyn native whose life has been shaped by three things from the very beginning — faith, family, and a heart for people. Raised in a home filled with love alongside her mother, seven brothers, and one sister, she came to know her Lord and Savior at just seven years of age. That relationship has never wavered. It is the foundation upon which everything else in her life has been built.

As a young woman in Brownsville, Lisa found her place at St. Timothy Holy Church under the leadership of the late Rev. Dr. Mary L. Spann — where she served faithfully in nearly every capacity the church required: the kitchen, maintenance, ushering, and as the pastor's nurse and armor bearer. She did not wait to be given a title before she gave her best. Service was simply who she was.

In 1987, Lisa married the love of her life, Bishop Donald Oliver — and in doing so gained not only a husband but a lifelong partner in ministry. Together they transitioned to Pilgrim Church in 1988 under the late Archbishop Roy E. Brown, where Lisa served across nearly three decades in the choir, kitchen, dining room, and tape ministry, and as President of both the Deaconess Board and the Young Mothers ministry. Through every season, she served with consistency, grace, and quiet strength.

In 2016, God led Lisa and Bishop Oliver to Orangeburg, SC, where they continued to build and serve. Then in 2022, a sacred charge arrived — the late Elder Derek P. McDowell had left specific instructions that upon his passing, the ministry of Pentecostal Evangelistic Outreach Church was to be entrusted to Bishop Oliver's care. Lisa stood alongside her husband as he answered that call, and in April 2023 they were officially installed together as Pastor and Ministry Leader of PEO Church NYC. Brooklyn — the city where her faith journey began — became the place where it would deepen further.

Today, Elect Lady Lisa Oliver serves as Co-Pastor of PEO Church NYC, shepherding the congregation with pastoral care, intercessory prayer, and a gift for nurturing people through every season of life. Her ministry touches the whole church — from the women she leads with anointing and authority, to the individuals she walks alongside in counseling and support. She is a teacher, an intercessor, and a living example of what it means to walk faithfully with God.

Beyond the church, her heart for children and community has expressed itself through years of service in the NYC Department of Education, the Orangeburg County School District, and local after-school and summer programs — helping young people grow academically, socially, and in character.

Lisa and Bishop Oliver have been blessed with three daughters — Mechele, Vanity Nicole, and Ny'lah — whom she holds dear to her heart. Her life is a testament to what God can do through a woman who simply said yes — to faith, to family, to service, and to love.
